Metadata lost when downloading from iCloud to PC

Photos settings set to upload to iCloud. If after taking a picture with my iPhone 15 I look at it in photos and add comments, and flag it as loved, and then go to my Windows 11 PC, web to icloud.com and look at the picture, I can see that it was flagged as loved, and furthermore, if I click on Info, I can see my comments.

But if I download the picture to my PC, and open it with the Photos app, the info pane shows the GPS data and a few other details about the picture but the comments are not there, or if saved with the picture as metadata, I don't know how to see them. I tried looking at the properties (details) of the picture in File Explorer but besides the dates, GPS and camera specs I don't see the comments or the fact it was liked in the metadata. I even tried opening the picture with notepad to search for a word I had put in the comments, no joy.

Can someone add clarity to what's happening?
