You have a PIN lock on the SIM.
That's not controlled by the phone. Contact your cellular carrier.

Any time you actually turn off your phone it requires your passcode when you first turn it on.
Noo!When my phone is off it suddenly requires PiN not pascode.You know it requires the pin of sim card. It is the fifth time for 7 hours maybe.
