I am unable to accept iCloud terms in my MacBook Air

I made an fresh install to MacBook Air and finished the install with out signing with my appleID. Now I am trying to log in with my appleID in the settings. When I type my appleID and password it opens an window to accept icloud terms. When I accept them and the window closes in couple of seconds the same window opens again and I can't get past it. So I am stuck on that loop and can't log in with my appleID.

MacBook Air has MacOS catalina ver 10.15.7 installed.

I can log in to my icloud account via web browser.
