Why can't my iPhone 11 install a 600MB app with 1GB free storage?

Why is my apple 11 not able to install an app which is 600mB, while I still have a 1GB almost free? I am done woth this storage changes, sometimes it is albe and sometimes it is not. Someone explain

A 600mb app just needs more free space to install. It cannot install running on empty. Also an app that is already 600mb before you start using it and accumulating data is going to cause issues with only 1GB of free space anyway.
