How do I upload pictures to icloud that are not on

I have 11 photos that aren’t uploaded to iCloud on an old iPhone (I took them on that iPhone), but they are not on my new iPhone. They didn’t transfer. I’m trying to get access to them and airdrop them to my new iPhone but it says “unable to load photo.” What do I do? I’ve tried uploading them to iCloud.com but they won’t upload. I have enough storage on both devices and I have enough iCloud storage.
