Apple watch apiring keek asking for security update

Whatever I am trying, after resetting my Apple watch and trying to pair it again, it is asking me to upgrade to the latest security setting. And that is happening repeatedly, whatever settings I changed in my security settings.

Which Apple Watch and iPhone do you use?

Note all Apple Watches support the latest watchOS 11.
