iCloud for Windows 11 pro not synching Calendars and Contacts with Outlook 365

I just got a Dell PC with Windows 11 pro, running Outlook 365. I have an iPhone 13 pro max with iOS 18 and it backs up Calendars and Contacts to the iCloud. We installed iCloud for Windows on the PC, created an email address for iCloud, and set iCloud for Windows Calendars and Contacts to Synch. It was able to load all the Contacts and Calendar entries. How do I get it to update the entries when they change in iCloud (or, visa versa?)

I was once an Apple developer and I know how we feel about Windows, but I tolerate this PC for compatibility reasons and I would really like some help with this synching problem.
