Unable to download free apps in App Store on iPhone

trying to download an app, and it won’t let me. a pop up that asks for verification & a payment method pops up, i enter it, but it doesn’t work. it’s an endless loop and idk what to do… there’s nothing wrong with my card on file either. i tried adding one of my credit cards but that also did not work.
