Why can my child edit Screen Time settings on her MacBook with a different Apple ID?

I have Screen Time enabled on my children’s devices, but today my daughter told me that she can access the Screen Time setting on her MacBook. Her iPhone and iPad are set up with the same Apple ID, but they both still require a passcode. But her laptop will allow editing of Screen Time settings. She has the same access I do, despite being on her own Apple ID and a child in our family group.
