Why is VideoEffectsEnabled enabled by default

I was tearing my hair out trying to find out why emojis were (embarrasingly) being injected into a local authority meeting stream. I was blaming OBS, then Youtube. However, it would appear that these effects are enabled at the OS level in MacOS. Having these things happen by default is a very strange decision. Can anyone explain why this is the default behaviour instead of an "opt-in"? If I want "fun" things to appear in my stream, I'll add them myself. Luckily there is a terminal command to disable the Effects. Just curious about the thinking behind this.
