Fitness ring widget not available to add to wallpaper

Does anyone know why I cannot add the Apple fitness ring widget to my wallpaper in iOS 18.4? I was able to do so on earlier versions, and it still shows up on wallpapers I previously created but now the widget does not show up as an option to add.
