Why is Apple using storage for uninstalled apps?

I notice in storage on my iphone 13 that Apple retains the storage of offloaded or uninstalled apps. Storage is premium space; and yet, apps removed still show.

Is it because it trails us in the App Store as "purchased" even when free or another reason?


I desire the storage for offloaded or uninstalled apps be off all the way.

When you offload an app, the data is kept, and to keep data, it takes up memory. The only real way to not have an app take up space is to completely delete it and it's data.
