Apple can't help you. Apple doesn't get involved in lost or stolen devices at all. And since it was never activated, there is no way to use Find My to track it. Whoever stole your phone is sadly going to be able to use it. If you know the IMEI number, you can contact your carrier and explain the situation and ask them to blacklist the phone. On a final note, you can contact the credit card issue you used to buy the phone and see if they offer any help for stolen devices.

Report the theft to the police and your carrier, if you had one selected.
If the phone was insured, contact your insurance company to get the replacement process started.
At this point, there is really no more that Apple or we can do.
