When going to a bookmark in Pages on iPad I would like the page to show with the bookmark on top of the page, not somewhere in the middle. Can this be done?

Bookmarks, whether in Pages for Mac or iPadOS are constrained to the body text of the document. They cannot be placed elsewhere.
If it is not outlined in Add bookmarks and link to them in Pages on iPad - Apple Support then it is not possible to do what you want with bookmarks.
