Why is Apple Pay not available in the Philippines?

I was in need of cash months ago because I mistakenly made a double-booking for a flight, my friend sent who lives in the US sent me money thru Apple Pay while awaiting for the airline's refund; I was not able to use the money anyway because I live in the Philippines, wherein Apple Pay does not work. Does the money stay there or it the money gets sent back to my friend? I'm sorry, I really am not well-versed in Apple Pay.
