Apple Vitals sometimes show 'Vitals is still gathering data' message on Apple Watch

I noticed that sometimes the notification in Apple Vitals shows the message

“Vitals is still gathering data. Keep wearing your watch to sleep to refine your typical ranges.”

and sometimes it doesn’t.

Could you explain why this message appears in some cases and not in others?

Did you recently start to use the Apple Watch Ultra 2? If yes, it takes a few nights and measurements, before the Vitals app has collected enough data to know your normal range of vitals.
