Broken baseband activation on iPhone Xs

Hi, I've bought iphone xs on second hand market with broken baseband chip. I was using it for a day, but then I decided to restore it with iTunes. After this, my iphone stuck on "Unable to Activate" screen, saying that update is required. I have IMEI number for this phone, can I somehow activate it without repairing baseband using this IMEI? If I can't, then could heating main board with hair dryer help?
