iPhone 16Pro Max - brand new. Pressing the side button to turn off the screen does not work; the screen stays on, dimmed but on.
How do I change some setting so that I stop wasting power on the screen (and have it go to locked) ?

You likely have Always On turned of, which does exactly what you've described.
Open Settings > Display & Brightness > Turn off Always On
