Why can't I receive my Apple ID verification code?

Why I enable to verifying my Apple ID, I’m in trouble while verifying my Apple ID. I didn’t receive my verification code, so what should I do now?

Seems you need a trusted device that is listed in your Apple Account in order to receive the verification code:

Else: you may be able to get an email with the verification code sent to the Apple Account's listed email address.

"Trusted phone numbers don’t automatically receive verification codes. If you can’t access any trusted devices when setting up a new device for two-factor authentication, tap “Didn’t get a verification code?” on the new device, then choose one of your trusted phone numbers to receive the verification code."

Then you can unlock your account with your existing password or reset your password."
