Else: you may be able to get an email with the verification code sent to the Apple Account's listed email address.

Eg: says:
"Trusted phone numbers don’t automatically receive verification codes. If you can’t access any trusted devices when setting up a new device for two-factor authentication, tap “Didn’t get a verification code?” on the new device, then choose one of your trusted phone numbers to receive the verification code."

Eg: says:
"Whenever you sign in to your Apple Account on a new device or browser, you’ll confirm your identity with your
password and a six-digit verification code. There are a few ways you can get a verification code.
You can use the code displayed on your trusted device, or get a text or phone call.
If you use iOS 11.3 or later on your iPhone, you might not need to enter a verification code. In some cases, your trusted phone number can be automatically verified in the background on your iPhone. It’s one less
thing to do, and your account is still protected with two-factor authentication.
