I am unable to activate Find My on my MacBook Pro 14" with M3 processor, running Sequoia 15.4

I am unable to activate Find My on my MacBook Pro 14" with M3 processor and running Sequoia 15.4. The iOS app works great on my iPhone, but the MacOS version hasn't worked on any of the MacBook Pros I have owned. Thoughts? Has been an ongoing issue through three MacBook Pros, and every MacOS version I've used. The iOS app works well on our iPhones connected to the same WiFi network. Every update or installation of MacOS has used default settings, and I don't change anything without making darn sure I know what I'm doing. I've asked this question before and haven't received the recipe for a fix yet.
