Is it possible to receive a tracking link for a lost iPhone without being linked to the iCloud account?

I lost my phone a month ago and turned on the lost mode. It is blocked. I left a message for whoever finds the phone. I wrote my brother's number in it. Yesterday, a message came to his number from iCloud with a link to which you can track the phone, but there are no changes in the Locator application about its location. Is it really possible to receive such a message if his number was not linked to my icloud in any way?

The thief is trying to get you to signinto your Apple Account in order to turn off activation lock. Do not act onthe message in any way.

Apple dont do that, in fact they dont get involved with lost or stolen phones.
