We have thousands of Macs, all mandated to be on Sequoia (15.4 now), where I work. We have had no interruptions and continue to exchange files and data with our contractors and customers. We have not seen any issues with Finder, nor with Microsoft 365, Adobe apps, scores of other technical utilities and apps we use in our aerospace work, our VPN/security for the corporate network, and so forth.
I do recognize that some vendors have not taken steps to ensure compatibility with the latest MacOS version. In those instances, it does make sense to stay on an older MacOS version, but vendors obtain preview versions of the new MacOS months before it is released, it behooves them to make sure their products follow Apple's guidelines. Staying on an older MacOS is perhaps a temporary band aid but it is not a good long term solution for users.

For me, yes. The video browsing experience has gone down in Safari. Until I am in full screen mode, I'm unable to like or comment on the YouTube shorts. My camera doesn't work on Microsoft Teams. Sometimes the software lags. These are a few but there are more.
So yes it is not bug free. Brings a lot of problems.
Complaints sprout like weeds with every macOS upgrade there has ever been, and will arise with every macOS upgrade there will ever be. The reasons are always the same: utterly worthless "anti-virus" junk, "cleaning" scams, ill-conceived "maintenance" and "security" products that have no place on a Mac, poorly supported, poorly implemented or orphaned third party software... all the usual suspects. It has been that way for at least three decades now.

I don’t know what things were broken. I have been using Sequoia since 15.0, I am now at 15.4 and everything is working.
Maybe you can tell us what went wrong so we can see if it is something that others have reported or if it is peculiar to your mac. Most problems relate to old third party system modifications breaking with an OS upgrade.

Technically, it is the Developers responsibility to Test Their Software against the version of macOS their software in intended to used on.

When Sequoia 15.0 came out, there were many posts here and on social media about how it broke so many things, including Apple's OS's Finder app, and of course as you say many third party apps, which in case my third-party AdaCore GNAT Studio and associated compiler running under Rosetta broke with the first Sequoia. I have rolled back to Sonoma, some time ago. I see Sequoia is up to 15.4 or something and just wondering if it is better behaved, as I have read the Apple will, at some future time, force upgrades to Sequoia.

None of that sounds like Apple products. Why didn’t they make them compatible with the upcoming OS when they had at least six months of beta releases to fix them?

Something may be amiss in your setup. Thousands of employees on my work site use MS-Teams all day (with video) to connect to reviews and conferences overseas or in other locations. I am using Teams several hours every day, it's essential as we coordinate tasks daily with people in multiple countries and other center locations within the U.S. We have been doing this since 15.0 and now we are all on 15.4.

Nevertheless, that is the answer to upgrade problems in general. It has been the answer for decades. And, you should reconsider your sources of information.
I've been using it pain-free since release of 15.1, now at 15.4. 👍🏽
No version of Sequoia (including beta releases) broke anything for me. File Sharing isn’t suitable if you have multiple users with different access requirements.
