If the home button doesn't work, you can't get past that. You will need to take it to your closest Apple Store Genius Bar, but honestly, it wouldn't be worth spending money to fix such an old, out of date, no longer supported iPhone as an iPhone 6s.

I don't think you actually completely read the first post. They aren't having an issue with the App Store. The phone is disabled and they don't have a functioning home button. Their issue has nothing do to with the App Store or iTunes.
