That's an interesting loophole your kids have figured. I had hoped there was a way to passcode lock the Settings App, but it turns out that's not an option. Do as Katana-San suggested and bring this to Apple's attention.

I'm not giving you parenting advice, but if it was my kid, they'd have their phone taken away if they disobey'd me. Again, that's what I'd do. You do what you think is best for your kids.

Yes, Apple does need made aware of this by submitting Feedback as provided by Katana-San.

While you can still view the amount of time your child is using the apps, what is more concerning is the action of actively disobeying your clear instructions on phone usage. This is not something done by accident and shows willful intent, which may mean that phone privileges need to be taken away. I can only speak for myself on that one though.

This type of problem is best solved in meatspace. In six weeks when you return your child's iPhone, explain to them what will happen the next time they try to circumvent parental controls.
