TextEdit auto launches when I download a text file, can this be turned off?

Look for the checkbox at the bottom of Safari > Settings... > General.

The function may be turned off by clearing the box for "Open 'safe' files after downloading".

In Safari > Settings > General, turn off Open "safe" files after downloading
