Feels like a power issue, but the battery is 100% charged. Occasionally pops up on the screen. it doesn’t start. Apple logo comes up on black screen but does nothing.

Start by reviewing the steps in If your Mac doesn't start up all the way - Apple Support, specifically the following:
"Learn what to do if your Mac starts up to an Apple logo or progress bar."
I understand no message appears, but if you are unable to boot Recovery and nothing else helps the steps described in If an error occurred while updating or installing macOS - Apple Support will be required.
