A couple of months ago, about a dozen white rectangles with downward-pointing arrows appeared, randomly scattered across my desktop screen. Clicking on them doesn't do anything. I would like them to go away. Please help!

The easiest way is to hold down Command and Shift and press the number 3 key.

As noted, a screenshot might help. I have never heard or seen such a thing on any version of macOS. Could be an accessibility thing, but I don’t know about much in the accessibility settings.
How can I get rid of the white arrows on my MacBook Air's desktop?
