Photos recognizes digital camera but says "no photos"

Yer-Man is correct. It turned out to be a setting on my camera.

I first turned on my Fujifilm X100F camera and pressed the "Menu OK" button to open the camera's menu. I then selected the Wrench icon > "Connection Settings" > "PC Connection Mode" > "USB Card Reader". I then used the cable that came with my camera to connect my camera to my Mac mini. Apple Photos recognized my camera and successful imported both .jpg and raw (.RAF) photos.

Yes, some of the files are in JPG and Fujifilm's RAF raw format. I put the memory card in the card readers to confirm this.

After reading further down the camera's manual, it says for macOS to use Image Capture or other software on my Mac. So, next, with the memory card still in the card reader, I opened Image Capture. It recognized my camera and I did see all my JPG and RAF files on the memory card.

I next properly ejected the memory card from the card reader and put it back into my camera. I connected my camera via cable to my Mac mini and turned on my camera. The Image Capture software recognized my camera but didn't display or seem to recognize any of the files on the memory card; just a blank where they should appear.

Note that with the memory card in the card reader, not only does the Image Capture software recognize my camera and display both the JPG and RAF files, but so does Apple Photos.

When I use a card reader, both Apple Photos and Apple's Image Capture display the JPG and RAF files for import and I can import them.

However, when I connect my Fujifilm X100F camera to my 2023 M2 Mac mini using the Micro USB cable supplied with the camera, both Apple Photos and Apple's Image Capture recognize my camera but do not display the JPG or the RAF files; for both software, it's just blank where JPG and RAF files should be displayed.

Although a card reader allows me to import the JPG and RAF files on the memory card, I would like the convenience of connecting my camera to my computer via the supplied cable.

Yer_Man suggested I check the camera's manual for a setting to allow import of the files. I looked and found this:

I'll contact Fujifilm and see if they can tell me what I'm missing or if it's a known issue.

I removed the memory card and put it in a card reader to verify the file types on the card. Yes, several of them are in Fujifilm's RAF raw file format.
