ipad unable to scan or turn off the blue circle

I was able to activate the special camera at first and was able to scan the blue circle for transferring my data from my old ipad to my new one, but since it wasn't loading, I pressed the home screen button on my old button (because I thought pressing it would lead me back to my home screen and I could press the settings button again in order to load the transfer process)and then the pop up disappeared. Now, I couldn't turn on the special camera on my old ipad again nor be able to turn off the blue circle on my new ipad. May I ask what should I do now? I was only able to upload all my data of my old ipad to the icloud of my family and my new ipad also uses the same apple ID as my old one, but I can't do anything if the blue circle is still there or if I can't turn the special camera on again...
