Password icon missing from my iPhone Control Panel

Hi. We have two iphone 16s. On my phone I can swipe down on control panel, click the +, find the Password icon (for some reason under DuckDuckGo app), add it and now it's in control when I swipe down. On the other iphone 16, going through the same motions, Password Icon isn't a choice, appears nowhere to add, and in search it doesn't exist. However, I can access the password app through the usual steps. But would like the convenience of the short cut. So, what secret setting is set or unset, or not set on the one phone and not the other?
