I lost my phone which was backed up on April 02. The new phone after signing in retrieved my photos but a contacts list that was from a phone my sister used to have on my acct. That phone was removed years ago. Where did my contacts go ? I am not even seeing them in the cloud.

If you enable contacts after you sing into your icloud account on your device and don't see it then it is gone, same if you log onto a web browser.
How do I retrieve contacts from an old iPhone on my iCloud account for my new iPhone?
