That’s apparently not the Apple Account holding the Activation Lock.

Activation Lock is intended as a theft deterrent, and is intentionally difficult to bypass.

You will need to regain access to the particular Apple Account holding the lock, have the holder of that Apple Account remotely release the Activation Lock, or present an original purchase receipt from Apple or an Apple authorized reseller or other sufficiently-convincing proof of ownership to Apple Support. (And no, a hand-written receipt from a brother or sister or cousin will not work.)

Nobody here can assist with bypassing Activation Lock, and — absent sufficiently-convincing proof of ownership — Apple won’t help.

Hi! A safety feature called Activation Lock is designed to stop unwanted access to an iPhone. The legal way to get around the phone requesting the Apple ID and password that were used to activate it is to call the original owner and request that they unlink the device from their iCloud account.

You can't use a PC to get help because your Wi-Fi isn't working, so your best option is to try connecting the iPhone to another network, like a public network or your friend's hotspot, and then, if the owner is willing, remove iCloud.

Did you buy a used iPhone from someone? If you did and it is activation locked, ONLY they can remove the lock. Apple won't help you with a phone unless you are the original purchaser in possession of the original purchase receipt, which shows the iPhone serial number. I'm going to guess you don't have that? And if you don't know or can't reach the person you bought the phone from, who likely isn't even the original buyer, you have a nice paperweight, you can't use and no one can help you use it.
