As far as I can assess this situation, Apple will not be able to assist you to recover funds billed on your card, but not on your (Apple) account. If your card has been compromised, you urgently need to get in contact with your credit institute (EGBANK), to inform them about the issue. Tell them that your card has been misused, so they can lock your current card, and if they can refund you all unauthorized purchases.

In the US, banks must refund unauthorized transactions if notified within 10 business days, according to https://www.consumerfinance.gov/ask-cfpb/how-do-i-get-my-money-back-after-i-discover-an-unauthorized-transaction-or-money-missing-from-my-bank-account-en-1017/. You could try to find out how the situation is in Egypt, or what your banks TOS linked to your specific contract are offering. If you do not get a result from there, maybe seek additional dialogue with an employee. It actually seems like, looking at the General Terms and Conditions of EGBANK, citing from pt 12:

In case of manipulation of the customer's account or the theft or loss of the token device, card(s) or the service password issued to the customer by the Egyptian Gulf Bank:

- The Egyptian Gulf Bank shall be responsible:

For the transactions performed after being officially informed in accordance with the approved means of notification (contacting the call center and confirming this via submitting a written request) of the account fraud, theft or loss of the token device, the card(s) or the service password, where the Bank will refund any amounts/charges that have been deducted, unless if proved by Bank systems and records or the service provider that the transaction was authorized by the customer or by deception from him/her.

… that EGBANK will only refund transactions performed after you discovered that your card has been compromised, and you’ve already informed them about the present issue. You could try to reach out to your bank if they are willing to refund it anyway as a form of accommodation, or if customer protection laws in Egypt offer any benefit to get your money back.

Do any or all the charges display when you review your recent purchases here,

https://reportaproblem.apple.com/

Charges display per item. Receipts or statements sent by Apple may display multiple items as a single purchase. Purchases generally are taxable and you must take that into consideration.

If you need to request a refund, instructions are provided at the link below,

If the items do not appear after reviewing the above articles and links, there is a high likely hood your credit card was compromised, the details used by the scammers to purchase goods and/or services from Apple. Apple will review requests for assistance from local law enforcement. Please report the fraud to your local police. Most likely the details were skimmed when the card was used at an ATM or chip inserted or swiped at a transaction terminal.

You do realize that it’s probably not his account that was charged? I mean, how should someone make a purchase using his account without his login credentials? He won’t be able to request a refund from Apple because it’s not his account that purchased all the stuff, if the account is not compromised / he purchased it himself. What’s not the case, if I’m right. He got the purchase info from his bank and not Apple, as well. I fear, if EGBANK cannot force a refund, he won’t be able to get his money back a regular way, like request a refund.

OK, thank you for your reply. It is great that you wanted to make sure that he is not in the risk of getting his Apple Account suspended. As the situation developed so far, it seems like that he won’t get his money back unfortunately, because in case that none of his relatives/himself bought the items, which I think is likely because hopefully, they’d have told him about a purchase (E-Comm can be checked at "Settings > *My Account* > Media & Purchases > *View Account* > Purchase History“ or as provided by Jeff Donald at https://reportaproblem.apple.com/) as well as his card being compromised at the same time, while his bank doesn’t seem to be willing to refund anything as it comes clear when looking at the GTAC.

edit: I am so sorry, I’ve managed to miss an entire paragraph from your initial post. Filing a report at your local police department is also something to try.

Yes, I addressed that possibility in the fourth paragraph.

If the OP is part of an Apple Family Sharing group, a family could have made the charges. The charges would be visible at tge first link I shared. It’s a best practice to review the account. It can avoid serious consequences of being granted a refund and the bank issuing a refund. A double refund can be interpreted as fraud and result in account closures.
