Can’t complete Apple Account review on App Store
When I fill all the information the app answers that all the information for, town, name of str and so on is wrong?! So I cannot login

Your Apple (ID) Account is the one account you use to access Apple services like the App Store, Apple Music, iCloud, iMessage, FaceTime, and more. It includes the email address and password you use to sign in as well as the contact, payment, and security details you use across Apple services.
If you do not already have an Apple Account, you can create one:

You may want to check you are correctly signed in (eg: to your iPhone, iPad, or Computer) with the Apple Account you will use for the App Store, and other Apple services.

Being correctly signed in to your device or computer as above may help.
Else: Seems Apple requires you have a payment method listed in your Apple Account for te first time you use the App Store or iTunes. Also, if you use a credit or debit card as a payment method, it is expected that the address / information details used with the card-provider match those used for your Apple Account
