I would like to change the region of my Apple ID, but I have a small remaining balance of 0.05 Turkish Lira.
I cannot purchase anything with this amount. Could you please remove the remaining balance so I can proceed with changing the country/region?

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
