Pre-installed FCP with a Mac purchase

I’m aware that when purchasing a Mac you can buy certain software like FCP and Logic Pro to come pre-installed.

Is this software attached to the device, or to the Apple ID/Apple Account of the buyer?

There’s a brand new/sealed MacBook Pro for sale near me, the seller states it comes with Final Cut and Logic Pro - just wanted to know if he would have to give me the Apple ID he purchased it with, or whether I can just sign in with my Apple ID when setting up and the software will be there when I login?

Thanks

The preloaded copies aren't attached to anything out of the box; whoever sets the computer up would need to accept them into their Apple Account before they can be updated or redownloaded. Once this has been done, it works as if they'd bought them on the App Store.

How does this work in practice though? Is it whoever signs into their Apple ID on the new mac first gets the software added to their App Store account somehow? Or does the original purchaser get an email with redemption codes?

I guess what I’m saying is, if I unseal this brand new mac and go through the setup process and signing into my Apple Id, at what point do I “accept” the software? Other places I’ve read online seem to suggest only the Apple Id of the original buyer from Apple can download/install the software.
