Why do broken iPads and iPhones remain attached to iCloud accounts?

Hi. Can anyone think of even one good reason why a broken / returned / erased / reset iPad or iPhone should remain attached to one's icloud account? This creates a world of problems. I just purchased a replacement iPad and cannot immediately sign in or load my information.

Any device for which you have not intentionally disabled the related Activation Lock will remain associated with your Apple Account (AppleID). The Activation Lock exists to ensure that a device cannot be reset and reused by anyone other than the bona-fide owner.

If the device is broken - and you are unable to disable the Find My feature from device settings (which disabled the Activation Lock) - you can also disable the Lock using this process:

Devices are only removed from iCloud if you manually do so. They don't get removed automatically for any reason.

Having them on iCloud should not have any effect on signing in to a new device, unless you have reached the maximum of 10 devices per account. In which case, yes, you need to go into iCloud.com or another Apple Device and remove the broken one.

The real question here is why can't you sign in or load your information?

What happens when you try?

Do you get an error? If so, what does it say?

Thank you. I am quite sure I manually signed out as well as erased the previous device earlier this month, following clear directions on this website.

But as I tried to proceed with the activation of my new iPad, my password was rejected. I followed verifications via my activation lock, a text, then an email. ["Enter password you (had) use (d) for other iPad" which I did] None of these allowed me to proceed.

I use iPad for books, video, reference works, separate from my phone. I only have two active devices.

Now I'm locked out of this account and have to wait one or two days for someone to analyze the info.

Around February my iPad, same account, had lines all over the screen obscuring the menus but I managed to erase it and activate another one in April with no fanfare. I returned that one tho.
