I upgraded my iCloud storage so I could transfer content to my new phone with iCloud backup.
What happens to my phone if I cancel the extra iCloud storage and only have 5GB of free storage?

Nothing, if you've restored the backup. Note that you should still have a backup of its content somewhere.

If it’s saved to both phones built in storage, nothing should happen. I believe you will also have an additional 30 days to recover all data.
