The Home Bar isn't used to close Apps or to access the App Switcher. The Home Bar, although visibly situated in the location from which you may swipe upwards with your finger, has a different function altogether.

By design, it should not be necessary to manually close any open Apps. iOS/iPadOS should transparently and seamlessly manage its available resources as you switch between Apps and tasks.  That said, should you need or choose to do so, you can force-close Apps from the App Switcher page...

To expose the App Switcher page, swipe upwards from the bottom edge to the centre of the screen, pausing briefly before lifting your finger from the screen; you will see a thumbnail image for each of your currently open Apps. Apps can be force-closed by swiping the corresponding thumbnail off the top of the screen.

NB: The initial upward swipe can be performed from anywhere along the bottom edge of the screen - except near the screen corners. If configured in iPad settings, swiping from the corners will trigger a either a screenshot, or Quick Note.

The Home Bar is used to quickly switch between recently used Apps; touch-and-hold the Home Bar, then swipe to the left or right. For iPadOS 18, a double-tap of the Home Bar will also trigger Siri for textual input from thr on-screen keyboard.
