In most cases Gift Cards are not refundable, whether they are an Apple Gift Card or not. For any problem with your Gift Card, you can review the information provided here:
Apple does provide a method to send Gift Cards to others, where you have additional options such as verifying if the Gift Card has been redeemed by them and also to resend the Gift. You do not have those same options when simply sending the code to someone by email.
