Unable to use $8 iTunes balance in account

After going to the link provided by Niel, click on "More (...)" then on "Unable to purchase" and follow the onscreen prompts.

You may get an option to call or chat with an Apple Support person, you can choose that option for more specific help.

The people on these boards are mostly other customers and won't know why you're getting that message. Click here and ask Apple Support for assistance.
