Unable to re-download a song purchased in iTunes

I have songs that I see in my Purchased list that need to be downloaded again. When I hover over the album or the song there is no "cloud". If I go to the album in the iTunes store it is there for me to purchase again (indicating it does not really know I bought it before). I have made sure that the Mac is authorized and am out of ideas! Any help would certainly be appreciated.

To contact iTunes Support, do this: 

1. Click on this link --> Choose your country or region - Official Apple Support  

2. Select your country

3. Select: Billing & Subscriptions

4. Select: Subscriptions & Purchases

5. Select: Update payment method

6. Select a chat session or a phone call.
