You can't update with 4g. You can with 5g or Wifi. By chance, do you use a VPN on your iPhone? If yes, they are completely unnecessary, don't provide the security you think and often cause normal activities, like updating your iPhone to fail. If you are using one, turn it off at a minimum, but better yet, open Settings > General > VPN & Device Management and delete the VPN profile from your phone completely.

You are not connected to the Wi-Fi network. There may be other reasons as well.
