I changed the references from one table to another (with the exact same data and numbers of occurrences of an event) but now the updated existing chart has an y axis scale that has, 0, 1, 2, 2, 3?
I've tried changing the y axis value labels from same as source to number and other settings like the min max settings but it's made no difference.

It is a combination of too many "steps" (horizontal grid lines) and not enough decimal places being shown. It looks like you have 4 steps/gridlines (and minor gridlines is on) but it could be 8 steps/gridlines for the range 0-3. Either way, it is not evenly divisible. 3 divided by 4 = 0.75. The "1" is actually 0.75, the first "2" is actually 1.5 , the second "2" is actually 2.25 and the "3" is a 3. When those actual values are rounded to no decimal places you get 1,2,2,3. This also explains why most of your bars/column heights are not landing at whole numbers.
Given that the data appears to be integers: select the chart (the chart as a whole, not one of the bars in the chart), go to the sidebar o nthe right, go to the Axis tab, click on the button or the Y axis, change the number of steps to 3. If you have minor gridlines turned on, turn them off.
