Rebooting my system, I recorded to Time Machine, and now am unable to recover my Logic Pro Channel Strip and designer plug-in settings from it. Does Time Machine in fact record these items, or have I just lost 5 years of professional work ?

Of course can you reveal your settings.
But actually, they should have been detected automatically by Logic.
These are the default paths in your User Account:
~/Music/Audio Music Apps/Channel Strip Settings
~/Music/Audio Music Apps/Plug-In Settings/Delay Designer
The libraries folder in the Alchemy folder belongs only to alchemy.
For any other user plugin setting the default folder is :
~/Music/Audio Music Apps/Plug-In Settings/
This is where any of your settings would be for plug in settings you would have saved.
