Missing 'Arrange' option for section layout in Pages

I am truing to add a watermark to a page but cannot seem to get it to work:

Apple Lookup for Watermark:

1. Click one of the object buttons in the toolbar to add a text box, shape, or image to any page in the section, then drag it to where you want it to appear on each page.
2. If you add a text box, type the text you want to appear.
3. In the Format  sidebar, click the Style tab.
4. To adjust the transparency (opacity), drag the Opacity slider to make the object more or less transparent.
5. Adjust the size and position of the object on the page.
6. Choose Arrange > Section Layouts > Move Object to Section Layout (from the Arrange menu at the top of your screen).
7. The object is moved to the background of every page in the section.

This all worked fine down to number 6 as there is not "Arrange" on the page.

The attachment is for the right sidebar is the only place I found arrange BUT none of the rest of line 6 is apparent.

Right now I have a page with the watermark through the Opancy change, barely seeable
