How do I format a text cell based on the value in another cell?

How do I make top table C4's background red if lower table L2 is a negative number (eg -39.89%) and C4 green if L2 is positive (which it is: 39.89%)?

It isn't made to work that way. You will need two cells someplace with formulas in them. The one formula will set the value to the same as cell C4 when you want red highlighting. The other will set it to the same as C4 when you want green highlighting. Your highlighting rules in C4 will compare C4 to those cells and set the background to red or green, accordingly. That is one way. Another would be for those cells to result in either "" or "~" and the highlighting rules will use "text does not end with". This second method is the same method we use to highlight an entire row.
