As others have said, open Terminal and enter >
Sudo killall VDCAssistant
Then hit return. Shuts down what ever faulty process was happening, then when you click an app that uses the camera, the camera should be detected again.
Worked for me with a Mac Mini 4 and the FaceTime HD Camera in a Thunderbolt Display.
Hallo Grant Bennet-Alder,
yes, the Thunderbolt Display was unplugged from electricity overnight. I have just turned on the macbook with the Thunderbolt Display connected. Only Thunderbolt Display is on because the lid of the macbook is closed. Camera of Thunderbolt Display does not work (as long as I have not disconnected and reconnected the Thunderbolt cable).

Hi Grant Bennet-Alder,
I have disconnected everything that was connected to the Display (drives, Headphones ...). Camera still does not work after boot.
I don't think it is a hardware error because the camera works perfectly well as soon as I have disconnected and reconnected the Thunderbolt cable.
Regards,
Gregor
The camera on my Thunderbolt Display camera works fine, but my external Thunderbolt camera won't work at all, and I've tried all the fixes in this thread. It works fine on another Mac (not running Tahoe), but I can't get it to work on my main machine.
Martin
did you try the solution that seemed to work for the original author?
Sadly, this problem persists in the 26.0.1 update.
Discovered my Thunderbolt Display camera also isn't working after a Tahoe update. Is this an attempt to force us to upgrade to the new displays?
I did this. Camera does not appear in the list. Also, under Privacy & Security no apps appear under the allowed apps with permissions to use the camera.
