How do I change the size of an image in Preview on macOS Tahoe?

Under Sequoia and earlier, I could change the shape of an image from an oblong to a square in Preview.

Clicking the padlock next to the image would unlock it, and allow the change.

Now, under Tahoe?

I can’t unlock things.

How do I make the change, now?
